This broken handrail repair base is the perfect solution for your 1 inch square rusted out handrail. 
Measuring 6.5 inches in height the base plate is 3 inches by 3 inches, 3/16″ thick. 
The base plate has 4 holes that are 3/8”, designed for concrete anchors.
